HCPL0531 gives you only 2.5 kVrms rated isolation, so you still need an extra 1.5 mm external creepage on the PCB to hit 4 kV reinforced. Route its pins 2-3 and 6-7 as a isolated island, remove inner-layer copper under the body, add a 0.4 mm air slit in the solder-mask between the 8-SOIC pads, and do a 0 s safety test at 6 kVrms; if the customer needs over-voltage category III, stack a second isolator or pick a 5 kV part such as the Broadcom ACPL-072L instead of gambling with HCPL0531.

Buffer each HCPL0531 channel with a low-input-capacitance BSS84 P-fet: tie gate to the open-collector, source to 5 V, drain to your 40 mA load.
